The legislature granted an exception to the 1996 net-metering law whereby: * Publicly-owned electric utilities with more than 750,000 customers which also provide water are exempt from offering net metering. Los Angeles Department of Water and Power (LADWP) is the only utility that falls in this category. Why was this exception granted? Can't find any info on how/why this was done....
